Subject : Request for relieving of Inspectors under Inter Commissionerate Transfers - regarding
With due regards, your kind attention is invited towards Estt. order No. 116/2015 dated 01.10.2015 issued by Central Excise, Delhi on the captioned matter.
2. In the aforesaid order of Central Excise, Delhi, a number of our member Inspectors have got their ICT to Delhi owing to their specific reasons. The last date for joining to Delhi on ICT is 2nd November, which is causing panic among our members to get relieved from Vadodara Zone at the earliest. It is also learnt that dossiers of newly appointed Inspectors have also been received in our zone and their physical and medical examinations are under process.
3. In view of the above, our association and our members would be highly obliged to the gracious approach of your honour to kindly relieve the Inspectors of Vadodara Zone, Surat cluster consisting of Surat and Bharuch Stations, so as to enable them to join Central Excise, Delhi on 2nd November, 2015.

With due regards, with reference to Office Order F.No. II/39-19/2015-Estt.
Dated 11.09.2015, we would submit the following issues relating to the
welfare measures of our member officers for your kind consideration during
the JCM :
1.
Offices
and infrastructure of Vadodara Audit-II may kindly be shifted to new
accommodation at the earliest, so that our officers may get amicable
atmosphere for work. During shifting, proper allocation of space may be made
as per DGHRD guidelines and entitlement. If any cut is proposed in space or
facilities, the same may be cut proportionately to all the cadres.
2.
Quarterly
Cash Reward to the officers for spot recovery of audit based paras may kindly
be continued at existed earlier. Commendation Certificates on monthly basis
may also be given for extraordinary performance to the best audit teams to
boost the morale of the officers.
3.
Ministerial
works may not be assigned to the Executive Officers (Inspectors) as far as
possible. In case of exigency, Inspectors may be allotted the works and
designation of A.O./ACAO. Assigning works of TA/STA to the Inspectors is
below dignity/designation, which may be discontinued.
4.
Laptops
may be provided to the audit groups.
5.
Newly
appointed officers may be assigned regular postings only after completion of
induction and in-house training.
6.
Basic
amenities may kindly be provided in the bathrooms and proper upkeep and
maintenance of the same may kindly be ensured.
7.
Plastic
Identity Cards may kindly be introduced.
8.
Computer
and printers as a basic infrastructure may kindly be allocated to each and
every Inspector. Old computers may be replaced with update version.

in the Case of “Not Posting the Fresh Direct Recruited Inspectors in Gujarat Customs
Zone” – Reg.

A-12034/SSC/03/2013-AD-III(B)(VO-III) dated 01.09.2015 issued by the Hon’ble
Under Secretary of Govt. of India regarding Allocation of Inspectors (Central
Excise) to Vadodara Zone.
2. In this
regard, it is submitted that as the veryper prevalent practice direct recruit
Inspectors are not initially posted in Customs formations. The main reasons
behind such practice are as under :
(i) The Direct allocation of Central Excise Inspectors to
Customs is contrary to the SSC Selection process.
(ii) For postings to Customs, a Policy has already been
devised giving due consideration to the seniormost and juniormost officers.
(iii) Sufficient number of Inspectors, willing to work in Customs
is already available in Vadodara Zone.
(iv) Direct postings to Customs formations leaves the parent
Commissionerate of the officers undecided.
(v) Such direct postings to Customs results in frequent and
repeated postings to Customs of some officers and many officers are denied an
opportunity to work in Customs formations.
3. In view of
the above, it is requested that direct recruit Inspectors may kindly be
initially posted in Central Excise formations only and the Customs formations
may be filled in from the available pool of Inspectors as per Transfer Policy
for Customs.

Dear Comrades,
Year 2015 has been a mixed year for us. We set many milestones and came way ahead of our lost image as an Association. Though it is always tough to satisfy all the members and to fulfill all the whims and wishes, we tried for the best.
We could lead a successful march towards providing better amenities and transparent policies. Customs Transfer Policy was fully implemented by CC office after our hard toned representations and our deserving members got their due. Seniority list was fixed as per N.R. Parmar case, owing to the fights and results brought out through CAT by our members. AGT was done in a manner satisfying all the members since our each and every representations owing to non-implementation of transfer policy was accepted. Transfer Policy was devised in a manner, we had demanded.
Though in the early half, ICT issue was positively considered by the authorities by relieving a good number of our members during October, but due to staff crunch, we could not pursue this issue for the remaining members. We raised this issue though both in writing and verbally but we were not having substance in our demand, when our Commissionerates were working with only around 50% strength.
Our Association funds remained intact. We maintained a balance of more than Rs. 1 Lakhs, even when no deduction of subscriptions were made in 2014 and 2015. Not a single penny was spent from Association fund and our office bearers were benevolent enough to spend wherever required out of their own pockets.
Hope we serve better in 2016. But we also wish a more stable and more substantiated, moral and physical support from you. Wish you a very happy and prosperous New Year 2016.
