: Agenda for implementation for the improvement of work environment in Offices and redressal of
Cadre’s grievances - reg.
Wish you a very happy and prosperous new
year 2015.
Your goodness was kind enough to
grant us considerable time out of your busy schedule during your official
visit to Surat on 23.12.2014. We had submitted certain grievances and
suggestions on behalf of our cadre, which were duly acknowledged and
appreciated by your honour with assurance to redress the same. We had
submitted the following major issues/agenda/grievances, that needed kind
intervention of your honour and urgent redressal of the same, for the betterment
of Inspector cadre and for the improvement of work environment at our
department, as a whole :
(A) PROVIDING OF BASIC AMENITIES AND
PROPER INFRASTRUCTURE
(B) HEAVY WORKLOAD ON INSPECTORS
(C) WELFARE MEASURES
2. As discussed and directed by your honour
during the meeting, we would submit the blueprint of actions and assurances
provided by your honour, as under regarding each para :

(A)
PROVIDING
OF BASIC AMENITIES AND PROPER INFRASTRUCTURE
Due
to implementation of Cadre Restructuring, number of offices have almost doubled
in each existing formations, however existing infrastructure remained constant.
It has resulted in an embarrassing situation of officers having no table and
chair to sit and work on. The assessees/visitors have also no place to sit,
which is resulting in diminishing perception of public towards the department,
its image and demoralisation of officers. Hence the following lines of action were
proposed:
(a) Beautification of Central Excise
Offices:-
(i) Large
number of records/equipments are unnecessarily lying in our offices, which
not only looks untidy but also engage much of the space, which could have been
utilised by the officers.
(ii) Centrally Air-conditioning system in
the office may be provided considering the hot climate of the region and for
safety of electronic equipments.
(iii) Office equipments including furniture,
computers, fax, Xerox , printers may be updated and made available to each and
every officer.
(iv)Proper parking spaces may also be
developed in newly acquired Commissionerate premises.
(v) Proper sitting spaces for visitors,
assessees, advocates, CA etc. At least one AC sitting lounge may be provided in
each building.
(vi) Separate room for AICEIA may also be
provided with necessary equipments.
(vii) Library, Common room for lady staff and
Recreation Rooms may be developed.
Assurance
by Hon’ble CC : All the records/equipments, which are not required anymore
should be weeded out as per Office manual. It was informed that centralised
Air-conditioning is not possible due to higher cost and construction-linked
issues and accordingly, Hon’ble CC directed to install Air-conditioning system
in each room/cabin. Hon’ble CC also directed for updation of office equipments
and to make the same available to each and every officer. Hon’ble CC also
directed to take necessary steps for development of infrastructure.
(b)
Space
Creation and Re-organization after Restructuring :-
(i)
All the officers may be given proper seating arrangements as per the
minimum standards set by the DGHRD, if any cut in the space is proposed, it
should be applied proportionately, while allocating space to all the officers.
(ii)
Offices of One Commissionerate may
preferably be allocated in one building and of Division/Circle/Range offices
may be arranged systematically, with proper display of boards, which will also
be helpful to the assessees and visitors.

Assurance
by Hon’ble CC : Hon’ble CC agreed to the demand and
directed for implementation of the suggestion.
(c)
Deployment
of Private Security Agency for Security of Office Premises.
Assurance
by Hon’ble CC : Hon’ble CC agreed to the demand and directed
for implementation of the suggestion.
(B) HEAVY WORKLOAD ON INSPECTORS
(a)
Discontinuation
of Control Room duties of Inspectors beyond office hours:
Shortage of Inspectors is a matter of fact. Most of the Inspectors have to work
with additional charge and heavy work-load. Presently as per prevailing
practices, an Inspector is deputed for Control Room duties alongwith
Sepoy/Havaldar, round the clock and his duties beyond office hours, serves no
purpose. Many Central Excise Commissionerates after due consideration have
discontinued such practice. Copy of such order of Bangalore Commissionerate was
also produced. It is therefore, earnestly requested that Control Room duties of
Inspectors beyond office hours may kindly be discontinued, henceforth.
Assurance by Hon’ble CC
: Hon’ble
CC did not agree with this proposal. However on repeated requests, he directed
to enhance facilities in control room such as providing of Air-condition,
Personal computer with internet access and other amenities and infrastructure.
Remarks : Our
association will take up the issue with our All India body.
(b) Issuance
of Promotion orders in cases, where DPC already held,
DPC
for promotion from Sr.T.A. to Inspectors has already been held two months
before, therefore, it is requested to issue promotion order to ease the
overburdened Inspectors.
Assurance by Hon’ble CC : He
assured to look into the matter positively.
(c) Providing of manuals
and at least one e-manual software subscription (Excus/Time-trim) to all the
Sections of Headquarter and Field formations,
Due
to mass scale promotions, new recruitments, it is necessity of time to equip
the officers, with the knowledge base, to enable them to work better in favour
of revenue. Hence, all the officers may be provided proper books, manuals and
e-manual.

by Hon’ble CC : Hon’ble CC agreed to the demand and directed
for implementation of the suggestion.
(C) WELFARE MEASURES
(a)
Proper
Canteen facility
No
proper canteen is working in Surat, Ankleshwar and Bharuch offices. Due to
heavy workloads and since most of the newly recruited Inspectors are staying
bachelor, they will be most benefitted, if proper canteen arrangements are
made. Trade members also visit our offices from distant places. Proper canteen
will be in their favour also. Contd.

Assurance
by Hon’ble CC : Hon’ble CC agreed to the demand and directed
for implementation of the suggestion.
(b)
Finalisation
of draft seniority list of Inspectors
Draft
seniority list may be finalised at the earliest in view of judgment of Hon’ble
Apex Court in N.R. Parmar Case and subsequent guidelines issued by the Board to
avoid any further litigations in this issue.
Assurance
by Hon’ble CC : Hon’ble CC informed that as per the guidelines
of the Board, draft seniority list of Inspectors will be drawn.
Remarks
: Our association will continue to take up the
issue at zonal leval and we are open to legal remedies, if any injustice, is
caused to our cadre.
(c)
Repairing
and new construction of Staff quarters at Surat and Bharuch
:
The
old quarters may got repaired at the earliest and new construction of Staff
quarters at Surat and Bharuch may also be considered on priority basis.

by Hon’ble CC : Hon’ble CC agreed with the demand and directed
for implementation of the suggestion.
(d)
Forwarding
of ICT requests,
Officers
who have submitted their ICT requests work under constant stress, as they are
already losing their seniority in the New Commissionerates, due to such delay
and their domestic problems, which affects their work quality, hence all such
applications may be processed speedily.
Assurance
by Hon’ble CC : On being informed that only one application
for ICT is pending in respect of Surat Cluster, Hon’ble CC assured to look into
the matter positively.
(e)
Periodic
and regular conducting of JCM
JCM
is machinery for interaction between the authorities and the staff, with a view
to redress the grievances and make a better cogent and amicable working
atmosphere. The same has not been conducted for more than six months. It may be
conducted periodically and at least once in a quarter both at Zonal leval and
Commissionerate level.
Assurance
by Hon’ble CC : Hon’ble CC directed the Hon’ble Commissioners
to conduct periodic and regular JCM.
Remarks
:
We would however, request Hon’ble CC to conduct zonal leval JCM as well, so
that zonal leval issues, may be discussed and redressed accordingly.
In view of the above, it is
requested to kindly look into the aforesaid grievances afresh and issue
necessary directions in black and white for the betterment of the department.
